Fuel, increase of $1,800 has been found necessary. $1,200 has been provided for Uniforms, $2,000 for Office Equipment and $1,100 for the Upkeep of Departmental Motor Vehicles. The net increase under Other Charges is $7,600.
The total increase in recurrent expenditure on the whole Head is $37,175.
Head 32.B. District Watch Force.
Formerly the Watch Force was maintained from a fund made up of contributions from various sources. Since the re-occupation the resources of the Force have been insufficient for its maintenance and it was felt that it would not be proper to revert to the - pre-war system of collecting subscriptions privately for this purpose.
Government therefore decided to take over the existing Force which now consists of 101 members together with a menial staff of 5. recruitment will be carried out and the Force will be
No further gradually reduced in numbers until a figure is reached which is considered sufficient for the carrying out of the investigation and other duties required by the Secretariat for Chinese Affairs.
Head 33. Stores Department
Personal Emoluments
There is a reduction of one temporary Controller of Storos. There is an increase of one Class II S.C. & A. Officer as another member of the S.C. & A. Staff has been posted to the Stores Department during the year. Thero is also provision for an additional stenographer and 3 motor drivers who are already employed. One Storeman is promoted to store foreman as it is convenient to divide the warehouses into groups each with a foreman in charge. Provision is made for the post of First Class Machinist as such a post has been found essential for the Furniture Section. This is the only artisan post shown separately under this Head of the Estimates. All other posts in this Class have become vacant through resignations and the opportunity has been taken to engage the new employees at daily rates as casual labourers.
During the rehabilitation period the volume of stores which the Stores Department is required to handle far exceeds normal figures. In order that storos arriving may be distributed without undue delay it has been necessary to engage additional storemon at salarios sufficient to attract mon of integrity.
